With reference to your letter of the 19th ultimo relative to the appointment of a Headmaster and an Assistant Master at the Reformatory and Industrial School at Belilios, Hong Kong, I am directed by the Secretary of State to transmit to you herewith to be laid before Mr Secretary Chamberlain a copy of a letter which has been received from the Secretary to the Reformatory and Refuge Union giving the names of candi- dates for these posts, together with testimonials;

Mr Legge Her Majesty's Inspector of Reformatory y and Industrial Schools knows Mr Glover, Mr Heap, Mr Curwen and Mr Chester well but does not know the other applicants.

He considers of those whom he knows that Mr Curwen and Mr Chester as the two best suited for the post.

Both are thoroughly reliable capable men, to the best of and belief, but Curwen has the advantage of better paper qualifications (e.g. he is fully certificated) and he is probably the cleverer man.

Mr Legge does not know Mr Young the single applicant for the post of Assistant Master but his testimonials are good and if Mr Chamberlain desires it Mr Legge could interview the candidate early in September.
